Reports in Holland are saying that the Eredivisie side will decide whether to accept the offer over the weekend and give Liverpool an answer next week.
Van Wolfswinkel is one of Europe's top strikers and has hit 11 goals in just 17 starts for 10th-place Utrecht this season.
Liverpool played Utrecht in this season's Europa League group stage and were said to have been impressed by his performances, even though he didn't score as the pair drew 0-0 both times they played.
Liverpool are the only side to have made a bid for the 21-year-old so far, according to said reports.
